In 1991, he co-founded the business consultancy firm, Makarov and Partners, which advised foreign companies on doing business in Russia. In 1995, Makarov founded Itera, a natural gas company that later became a major player in the Russian energy sector. Under his leadership, Itera expanded into telecommunications, oil refining, and electricity generation. By 2007, Itera was the third-largest independent gas producer in Russia, with a turnover of US$8.4 billion. In 2009, Makarov sold his stake in Itera and established the ARETI Group.
The ARETI Group is a diversified business conglomerate with interests in natural resources, energy, telecommunications, media, and sports. The group’s subsidiaries include ARETI International Group, which focuses on global commodities trading, and ARETI Capital Partners, which provides financing for infrastructure projects. He is the founder of the New Names program, which provides scholarships to talented young musicians in Russia.
